Maybe a bit more information

so I have assigned a computer (server) on my network an ip address 192.168.0.30
I have setup portforwarding on my router Port forward 8080
I have setup a noip.com address on no ip  wlghelp.no-ip.biz
and installed DUC on the server
the address given to me on noip is 101.98.204.188

now!

when i type in on another computer
192.168.0.30 it returns my ammps directory
when i type in
wlghelp.no-ip.biz
it retruns admin box for my router
when i type in
wlghelp.no-ip.biz:8080
it takes a few seconds but eventually comes back problem loading page
when i type in
http://101.98.204.188:8080
same return problem loading page
when i type in
On the server when I type in
127.0.0.1 or localhost it returns the ammps directory

SO SO  SO  SO  SO....

what box have i not ticked or I am guessing that I ned to change some address in ammps I Have serched the net but I am obviously serching using the wrong words. I would have imagined that this is a fairly major change as the whole point of having the server is to make it accessible to the net!
I am surprised its not a more publicized  item

The joke of all this is that it all started a week ago when I wanted to install a copy of osticket on my godaddy account only to find it wouldnt run Then other comedies followed until i am at this stage of setting up a home server to fulfill the roll. There are obviously a lot of reasons along the way that led to the home server
One being I will be able to test things before going live

I think I have found the answer it was as a say quite simple which makes me think that it isnt what i call "coding kosha"

so in the apache config file there is a line that says Listen 80
I stopped apache added the line Listen 8080
then when i typed in wlghelp.no-ip.biz:8080 it resolved the site
now of course to figure out how to make it secure that clients can only connect to one area
and i also want to see if i can fiddle with noip and get rid of the 8080 bit

so I really hope this helps someone else
if it does say Hoorah!!! for the newbies  who didnt go to MIT
