I have submitted this issue in support ticket #372651, but thought I'd also post here so any solution can be found by others who may experience the same issue.

Windows 8.1
AMPPS version 3.0

On the Add New Domain page, I...
- entered domain name test.dev
- checked box for Is Domain Addon or Parked?
- entered c:/dev/test/html into Domain Path field
- checked box for Add an SSL entry ?
- unchecked box for Add an entry to Host File ? (I added manually)
- clicked Add Domain

Browsing to test.dev loads the page
Browsing to test.dev throws ERR_CONNECTION_REFUSED

SSL entry IS being added to httpd-vhosts.conf

Apache error log has following line, I believe may be related:
[Wed Mar 11 19:22:49.916613 2015] [ssl:warn] [pid 4508:tid 520] AH01873: Init: Session Cache is not configured [hint: SSLSessionCache]
IP: --

Sorry

In my initial post, where I wrote

Browsing to test.dev loads the page
Browsing to test.dev throws ERR_CONNECTION_REFUSED

the first test.dev should have http:// and second should have https://

I resolved the error message
Code
Init: Session Cache is not configured [hint: SSLSessionCache]

by adding the following line to Ampps\apache\conf\extra\httpd-ssl.conf
Code
SSLSessionCache    shmcb:\path\to\Ampps\logs\ssl_cache(512000)

No longer getting that error, but https still not working.

In Ampps\apache\logs\test.dev_ssl_error.log, I am getting the following:
Code
[Sat Mar 14 17:44:42.784731 2015] [ssl:warn] [pid 8164:tid 476] AH01909: test.dev:443:0 server certificate does NOT include an ID which matches the server name

Seems to be something common (based on Google search results) but none of the answers I have found so far have helped.

If anyone can offer some simple instructions to deal with this error, I would very much appreciate it.
