If there are no users on a server, but you click the IMPORT button, the import script goes into a loop and never completes.  We discovered this when setting up a users server and as part of our conversion procedures for users moving from Fantastico one of our admins had run the IMPORT command.

We just killed the session and continued on, but there should be a check made before executing the import command to find out what users are on the server etc.
