is your local IP internal?
also, do you have an internal/local IP pool?

if the pool is added, then you can add the second bridge in the pool as a VLAN.

If you can, check whether the new DB user actually has ALL privileges on the staging database (in MySQL/cPanel DB section).​

Also try Softaculous → Installations → Edit (the existing install) and just save it once - Softaculous support mentioned this can re-fetch the DB credentials.​
