First, create a 1GB VPS with 0 MB swap and only root (/) partition (given all 1GB to it).
Then install CentOS 6.7 from an iso to it.

Once this is done, follow below guide to create a template from this VPS:

Note: When installing OS select minimal options so that template size can be adjusted within 1GB.
