Check Virtualizor documentation, is cool now, a months ago was hard to search information,

I recommend you do it without virtio drivers first to understand how virtualizor works, after this you can start testing with virtio drivers for get best performance of VM later, the first target is a windows server VM working first of all

Create VM with all info, set minimum Windows server requirements, assign IP and I always use virtio drivers on all deployments, give me best performance.

Step 1 - Upload Windows Server ISO to Media
Step 2 - Upload latest virtio Drivers for Windows ISO to Media
Step 3 - Create VM VNC enabled and with Boot CD Enabled, Boot 1 Windows Server, Boot 2 virtio drivers ISO
Step 4 - Start VM and login VNC you will see Windows Server install running ( If you had problems on booting from ISO, on VNC push ESC after reboot to choose Boot media)
Step 5 - Start virtio drivers for network and storage, I don't remember all about this step, one is Balloon, netkvm and virtscsi/virtiostr or some related. This steps are the same as installing Windows server request for SATA drivers on physical hosts some years ago.
Step 6 - Do all changes you need and create a template from Virtualizor->Media

Sorry if I forgive some detail, but I do it months ago and I'm working with my customised templates 

P.D. I use KVM with RAW file format and don't use default CPU, I use CPU Host-model, I remember than had problems if I used CPU default value,

How to install a VPS from an ISO? I have Windows 2019 Datacenter ISO i have uploaded into the Node server (OpenVZ 7) and I would like to install from it and create template out of it as well. Im try to look for documentation, but cannot get any.
