In case it helps others, in /etc/pam.d/common-password change the following line...

password      [success=1 default=ignore]      pam_unix.so obscure yescrypt

to...

password    [success=1 default=ignore]    pam_unix.so obscure sha256

That can happen when the password for root user is not set.
