Hi,
Looks like your Windows VPS having inconsistent file system that's why it is unable to resize properly.
You need to go into your windows VPS from which you created OS template, then run following command in CMD.
chkdsk /f

After that reboot your VPS TWICE from inside your Windows VPS and then shutdown your VPS.
And lastly try to create OS template using below guide
https://www.virtualizor.com/docs/admin/create-os-template/#how-to-do-it

Please let us know if you need further assistance

This happen when you make a force shutdown of the windows (before creating the template). make sure you use the correct steps to shutdown windows then error should disappear.
