I have no idea what kind of website you want to make. With SitePad you can quickly get started with a large number of themes.

The
disadvantage of letting others build is that you depend on others to
change things. Especially if your web site is not too complicated, it is
better to do it yourself. Then you also get a better idea of what you
want to achieve and you can quickly make adjustments.

When you
really run into the limitations of a chosen solution, you can always
decide to ask for help. But then you can also better tell what you want
to achieve by having someone else build it.

It is not clear to me how you construct a web page with more than one editor. Basically if you start a web page with SitePad, then SitePad is leading in the construction of the page. Additional functionality can be constructed outside SitePad and the code can be integrated in the SitePad Editor by paste it into an HTML widget.
The, what you called the top part, looks to me the header section. Retrieve your web pages and right click with the mouse and take the option to see the page source. You can search in your editors to find the source of this header in one of the used page editors.

So if you don't tell use how you started the web page design, we can't help you more in detail.

Depending on the web page editor, you can make a choice what kind of theme you want to use. It is also possible that the theme of your choice don't allowed to change something in the header.
