Recently I purchased an admin package from Cpanel.
My server IP: 45.32.148.170

Is softcolus free with Cpanel? If it's free how can I install it on my server?

No Softaculous is not free with WHM.

We have two licenses in Softaculous.

1. Free version which gives you access to 50 scripts that are listed here :
https://www.softaculous.com/softaculous/scripts_in_free

2. Premium version which gives you access to all 400+ scripts listed here :
https://www.softaculous.com/apps
