They are able to select any virtualization type before a region and are able to create Virtualization under a type they do not have assigned to them.

Attached you will find a screenshot of what they see without selecting a Region.

1. If user cloud is created from root, only vps servers from localhost are allocated
2. If user cloud is created from whmcs (reseller module), add the slave servers

Please fix!
