Let me better explain why I believe it would be a great idea.

I charge a setup fee to my cvustomers, but we know very well that setup is just another way to increase our own profit.

If from WHMCS a customer paid for setup and then his server is
delivered in a matter of 5-10 minutes, it would hardly justify a setup
fee!

If the customer, instead, had his chosen OS template installed and
delivered with a random time (let's say anything between 1 and 3 hours),
then we could justify this by saying that all installations are checked
and approved manually or something like that....

It would be, in my opinion, a truly great addition.

You mean to create the VPS 5 - 10 minutes after the payment is received ?
A simple work around is to uncheck the auto setup order and manually accept it after some time to actually create the VPS.
