Is there a technical reason why the top-level menu items aren't linked to the top-level menu item rather than just expanding the menu?

Take Virtual Servers as an example, in WordPress and similar apps this text would be linked to List All, whereas in Virtualizor I need to click twice to get to that option. It's a small thing, but less clicks is good.

There is not any technical reason to do that.

Yes we have taken your suggestion into consideration and also kept it in our todo list. We cannot give an ETA on this but yes it will be implemented in our future release.
