Hi,

Open Ampps Application -> PHP Tab -> PHP Extension -> Select "ctype" -> Apply. Restart Apache server.

I wish I could get this response earlier.  I un-installed Magento, un-installed Ampps and re-installed everything. While doing so, I ran into few issues and finally resolved.  All my findings have been captured in the blog :
http://creativsite.com/newsroom/2014/06/installing-magento-on-local-server-and-ampps/

When re-installed AMPPS I realized that when upgrading ampps, it disabled the php patch ctype.

Unfortunately I lost quite a bit of time and work. However, it was a good learning experience.
