When I create servers via WHMCS, it doesn't use the default password that I set for the OS, it uses some weird password like this 3d0318a01fdbf..., and that's a problem because it doesn't automatically use the module to create the server after payment is received, since the password isn't getting set to one that meets the requirements. So then I have to manually accept the order and set the password.

This is what shows up in System Log error

Module Create Failed - Service ID: 7 - Error: Allowed special characters for windows vps root password are : ! @ # $ % ^ & * _ - + = ?

When I set the password manually, the module works fine, but I've set the default password for the Windows OS in virutalizor, so not sure why when using that OS, it doesn't set the password as that with the module.

From the docs:

Removing System reserved Partition

For removing the System reserved 100MB partition please follow the steps given below :

1) Open a command prompt with Administrator privileges (right click => run as administrator)
  Type: bcdboot c:\windows /s
  You should get a message similar to:
  c:  Boot files successfully created.

2) Open the Disk Management GUI (you could use diskpart for scripts),
  locate the  C:\ partition right-click and select  “Mark Partition as Active”,
  select yes to the “do you want to continue message”

3) Reboot to confirm that everything is ok.

4) In Disk Management you can now delete the 100Mb System Reserved partition by right clicking on it
  and selecting “Delete volume”

I've followed all these steps. This error is given when a user purchases a server and the transaction goes through. Instead of automatically creating the server it's on pending for me to change the password because it is not setting one that meets requirements.

I've already set a password that meets requirements within Virtualizor and nothing happens, same error.

The server begins to create itself when I change the password within WHMCS.

I assume that the autmatically created pw from WHMCS does not meet the requirements of windows. if you change it manually you surely use one that meet these requirements.

What happens if you change PW complexity policy in your template?

How exactly do I edit the template? Is there a tool to open the .img file or whatever?

ok, you are using the template given by virtualizor team? This should work out of the box. I thought you made your own template which does not work.
In that case you should open a support ticket.
