Following the instructions on this page:
https://www.softaculous.com/docs/Installing_Softaculous_in_XAMPP
I downloaded Softaculous for PHP 7.1+ using this link:
http://files.softaculous.com/amp/current.php?php=7.1

The result of the installation is this error:

Fatal error: The file C:\xampp\htdocs\softaculous\enduser\index.php was encoded by the ionCube Encoder for PHP 5.6 and cannot run under PHP 7.1. Please ask the provider of the script to provide a version encoded with the ionCube Encoder for PHP 7.1.


Please make the correct file available for download.

I have re-installed it. Twice. (downloaded from this link: http://files.softaculous.com/amp/current.php?php=7.1) Result: Absolutely NO changes! The exact same error as before.

Sorry for the incorrect download URL.

Please use the following download URL for PHP version 7.1.x
http://files.softaculous.com/amp/current.php?php=7.1.0

We have updated the documentation as well.
