You can´t just install a datacenter version and sell vps. You need a special license for that as the Windows Datacenter EULA prohibits the rental or "subselling" of virtual machines. The license for internet service providers can only be rented from official microsoft distributors so you need to contact one of those.Visit: https://www.microsoft.com/en-sg/Licensing/licensing-programs/spla-program?activetab=spla-program%3aprimaryr2
for more information.

Saying that, if you are able to move a license to another server depends which form of windows server you have installed. If it is an OEM version, it won´t work (or at least is not legal). This licenses are bound to the hardware where first activated on.

try applying the following Registry key on your Windows 2019 server.
  1. On your Server 2019, open the registry editor and navigate to HKLM\SOFTWARE\MicrosoftTerminal Server Client
  2. Create a new d-word (32-bit) value and name it UseURCP with decimal value of

It´s not a template issue but a protocol issue that can be solved with the above registry change.

To start the registry editor just open a privileged command prompt and just enter

Code
regedit

if you are unfamiliar with this type of operation I strongly suggest to ask someone who can do this for you. You may damage your windows installation if doing wrong.
