It could be that template failed to get copied to the vps disk.
Can you check if dd command failed earlier ?

Are you using KVM Virtualizor ?
Can you show what network settings have you set for ip pool on panel ?

I tired to follow the official guide where i was able to add the ip pool but VM connection doesn't work after vps creation .
