explain this too vps are offline it says but online and neutron is showing offline yet vps work and ssh does not?

as you can that ip vps apache is working yet neutron offline but all vps online wtf is wrong with your software

Why is the node offline but ssh does not work and vps work afer reboot ?a power cycle fixes it so it your software yet again
