Hi,
You should not face this issue in future. But if you face this issue then you can check if the vnc port is being listened or not by checking in ssh of the main node. My WHMCS created a new vps for a customer but he said it is not connecting. I check it via VNC, and yes, the same error:

yes, it is started, but not working and vnc not working.
