1. create new vps on new server with same size or bigger. (example New1.raw)
2. Copy old1.raw (from old server) to new server
3. Replace New1.raw with old1.raw
4. Start New1.raw vps which is old1.raw

I assume the new server is also using the same storage type as of the vps disk which you want to use.
