Topic : I can't view by ampps admin panel

hello friends i am new here & this is my first post.
i just install the Ampps. i can open my local web but, i can view by ampps admin pag.
please help what to do?

I hope you are directly connected to internet. Because AMPPS doesn't support proxy yet.

yes i am connected to internet.
i use your link & do the suggestion for first time i.e i run the install.php in cmd. but it get open in note pad file. now what to do?

i try to install SMF manually then it gives following error.

Critical Error!

The installer was unable to access the "smf" database.
With some hosts, you have to create the database in your administration
panel before SMF can use it. Some also add prefixes - like your
username - to your database names.
