HTML / CSS is a front-end programming language, whereas WordPress is a php based script to build a website. | If you have HTML pages for your website. I think you just need to integrate existing pages to dynamic wordpress templates. |

You're definitely going to spend some money on each page doing it.
I guess the real question is how often you need to edit pages. If you have a bunch of pages you need to edit all the time, it might be worth it.
