I've just installed AMPPS 3.9 on Windows 10 using the msi installer. MySQL will not start with the log message

Different lower_case_table_names settings for server ('2') and data dictionary ('1')

I have tried setting lower_case_table_names to '1' in my.ini, but then MySQL shuts itself down shortly after startup. I cannot find where to set the server value for lower_case_table_names.

What is wrong here and how can I fix it?

Even worse, I've upgraded from AMPPS 3.8 and have the same error.

When I change to lower_case_table_names=1, Mysql works, but there are no existing databases, which wouldn't be a problem since I have them backed up, but when I try to import them, Mysql says no, they already exist.

How to make Mysql see the databases or start it empty so I can import them?
