It was a temp folder that was probably created by auto SSL script (Let's Encrypt)

Glad to know that your issue got resolved. It might be possible that your domain path had .htaccess having some redirect rules. Once you cleaned your domain path, the file might have got deleted thus resolving your issue.

Can you check in PHP info page if max_input_vars value has changed or not? Also did you restart PHP-FPM service from commandline or Services page?

This was related to an expired evaluation licence on the template. I resolved the issue by upgrading to Server Standard. From an elevated command prompt:

 Dism /online /Set-Edition:ServerStandard /AcceptEula /ProductKey:xxxxx-xxxxx-xxxxx-xxxxx-xxxxx 



Then reboot and the issue will disappear.]]>
