It looks like you are using CentOS Web Panel. At the moment SitePad is not supported with CentOS Web Panel.

You can find SitePad in the left panel under the search box.

I have attached a screenshot highlighting the same.

If you are unable to find SitePad there, it could be possible that :
1. You already have SitePad plugin installed on your server, in that case you can access SitePad directly from your control panel.
2. Your server admin has disabled SitePad from Softaculous admin panel.
3. You are using a control panel that currently does not support SitePad.
