Hi
i have a server with this details

99% guest are windows

Dual XEON 2*E5620
64 GB memory

What should be the best configuration of CPU Units, CPU Cores and CPU % to guarantee best performace of each created  VPS?

what about cache mechanism which one its better for us ?

Depend on the use case.

For basic usage 1 Core 1024 units 100% would be fine.
