OpenCart Upgrade from 3.0.3.7 to 3.0.3.8 Error:

I just completed the same version upgrade on a different site flawlessly, but received this error on this one when attempting to Continue from Step 1 to Step 2.

OK ... just for fun, I started again from the beginning and it ran successfully — BUT — when going through the 6 step checklist and pressing Crtl-F5 twice ... I tried to login but cannot. Tried several times to no avail. Suggestions?  :)

UPDATE

The inability to login is being caused by changing the local time zone to US Central Time. I cannot believe that this issue remains unresolved.

However — the code error above may or may not be related to that and I am waiting for an opinion on it from Softaculous support. If it is not related, then there's another problem waiting to surface. I will advise as soon as I hear back from them.
