 upgrade to 2.3, all sited "database error", after 2.3 u/g "Error establishing a database connection" everywhere (17 Replies, Read 20968 times)

Just upgraded to 2.3 and get only "Error establishing a database connection" message when trying to load any site (63) other than //localhost/ampps/

I can see and browse all of my databases, but not a page will load.

There is a triangular 'warning' icon <?> icon in myphpadmin I've not seen before. (attached)

Error logs show only errors from 2013:
