Sir please make sure you are editing the php.ini located at /usr/local/emps/etc/php.ini followed by restarting the Webuzo service from the terminal.

Sir the graph shown in Webuzo is as per the usage not as per the limit of your bandwidth.
Also the setting in the Admin Panel will send you an alert email if the bandwidth exceeds the specified value in the Admin Panel.
We have made a provision to set the Total Bandwidth from the Webuzo Enduser Panel and it will be available in the upcoming version of Webuzo.
