I have recently setup my website (BRILLIANT) and now I want to setup the email part but my IP address PTR is not pointing to my server, it's pointing to my ISP. They do not want to change the PTR. Can I use the mail that way or does the PTR have to point to my server?

Still, if the server's public IP has a PTR record that points to your ISP rather than your mail server hostname, outbound email delivery will be problematic, especially to Gmail. If your MX record points correctly to your server, other mail servers can deliver mail to you. Let us know if you need any further assistance.
