1. Restore Default Configuration of PHP: Go to AMPPS Application -> PHP Tab -> Restore Default Configuration
2. Run this command in Terminal:

"/Applications/AMPPS/php/bin/php" -c "/Applications/AMPPS/php/etc/php.ini" "/Applications/AMPPS/ampps/softaculous/enduser/install.php"
3. Run Cron in Terminal:

"/Applications/AMPPS/php/bin/php" -c "/Applications/AMPPS/php/etc/php.ini" "/Applications/AMPPS/ampps/softaculous/cron.php"

You don't have permission to access /cgi-bin/ on this server.
Looks like you are trying to access
http://localhost/cgi-bin.
Users are not allowed to see the file listing of "cgi-bin" folder. But you should be able to access scripts in "cgi-bin" for e.g try accessing
http://localhost/cgi-bin/perlinfo.pl
