Hi,

Follow the below steps to enable download attachments for Guests :
1. Login to Admin panel
2. Go to User Groups -> Manage User Groups
3. Click on Edit link next to the Guest user
4. Go to Attachment Permissions and select "Yes" radio button for Download Attachments field and click on Submit button.
