Okay.

Try Just.
"C:\Program Files\Ampps\php\php.exe" -c "C:\Program
Files\Ampps\apache\php.ini" "C:\Program
Files\Ampps\ampps\softaculous\enduser\install.php"

OR

"C:\Program Files\Ampps\php\php.exe" -c "C:\Program
Files\Ampps\apache\php.ini" "C:\Program
Files\Ampps\ampps\softaculous\cron.php"

Then try accessing Enduser Panel.
