Hi,

Try Just.
"C:\Ampps\php\php.exe" -c "C:\Ampps\apache\php.ini" "C:\Ampps\ampps\softaculous\enduser\install.php"

Note: You should have access to internet while running the above command as it will download some files. Make sure you are directly connected to internet as Ampps does not support proxy yet.
