Problem on (Wordpress) Cron

I have tried to create a new install of wordpress from webuzo panel and i checked if cron work and not work but after going to wordpress settings and change the UTC +1 Cron Works so i try to do the same in other wordpress folder installed by me but cron in the other wordpress installation continue to not work.

So now for fix this problem i need to create wordpress by webuzo i don't like this! I think maybe there are something wrong in webuzo i don't know how kind of problem is this.. and from what
